J&K CSR at a Glance

The latest available JKPSC Civil Judge syllabus lists “The Jammu and Kashmir Service Regulation, 1956 (Chapters III to XIII and XXII and XXIII)” in Paper B. The official publication is titled The Jammu and Kashmir Civil Service Regulations. These references concern the same Regulations; this guide uses J&K Civil Service Regulations, 1956 or J&K CSR for teaching, while preserving JKPSC’s wording when describing the syllabus.

Syllabus Boundary

The prescribed CSR portion is narrower than the full Regulations

JKPSC’s chapter limitation is the controlling examination boundary. Pension rules begin at Chapter XIV in the official CSR contents and are outside the notified Chapters III–XIII range. Separate CCA, Conduct, Leave and judicial-service recruitment rules are distinct instruments and are not presented on this page as prescribed CSR chapters.

DLM preparation analysis

Why CSR Needs a Different Paper B Method

CSR is less about broad doctrinal essays and more about exact conditions, named authorities, provisos, consequences and closely related service concepts. That makes it particularly suited to statement-based MCQs where one omitted condition or reversed exception changes the answer. This is a DLM preparation observation, not an official JKPSC difficulty or scoring classification.

Condition-sensitive

A proposition may be correct only after a specified trigger, qualifying service condition or procedural step is satisfied.

Authority-sensitive

Questions can turn on who sanctions, grants, extends, orders or determines a service consequence under the relevant Article.

Exception-heavy

Provisos, exclusions and special cases should be revised separately from the general rule so they are not converted into broad propositions.

Primary-source framework

Official Source & Applicable Framework

The official CSR publication is a broader service-law compilation covering salary, leave, pension and allowances. That description explains the Regulations as a whole; it does not enlarge the Civil Judge syllabus beyond JKPSC’s specified chapters. The official CSR Volume I linked on this page is the 9th Reprint (2006), incorporating corrections through August 2006. Because the Regulations have been amended subsequently, prescribed Articles should be read together with later official amendments and notifications issued by the competent J&K authorities.

Chapter III

General Rules — Build the Foundation First

Chapter III is a broad foundation chapter. Prepare it by topic clusters rather than trying to memorise consecutive Articles in one pass.

Conditions & employment

Separate age/health conditions from general employment conditions and note the trigger attached to each proposition.

Lien & office status

Track lien, charge of office and promotion-during-leave provisions as status questions: what changes, when, and with what consequence.

Allowances & advances

Keep personal/local allowances and advance/recovery provisions linked to the conditions stated in the Article.

Transfer & training

Read transfer-on-duty and training/instruction pay rules with the responsible authority, condition and financial consequence.

MCQ method

For every marked Article write five tags in the margin: actor • condition • rule • exception • consequence. Add the Article number only after the proposition is clear.

Chapters IV–VIII

Salary, Pay, Deputation & Officiating-Allowance Chapters

Treat Chapters IV through VIII as one connected pay-and-allowances cluster while preserving the distinction between salary additions, deputation, government residences, officiating allowance and progressive/time-scale appointments.

Chapter IVAdditions to salary, temporary/permanent appointment treatment and deputation-related provisions.
Chapter IV-AGovernment residence and rent framework inside the prescribed chapter sequence.
Chapters V–VIGeneral officiating-allowance rules and calculation provisions.
Chapters VII–VIIIProgressive/time-scale pay and combination of appointments/salaries.
Comparison sheet

Write similar pay concepts side by side only after reading their governing Articles.

Term → triggering appointment/status → calculation rule → limitation/exception
Amendment check

Pay-related provisions can be amendment-sensitive. Record the Article together with the official CSR source and check subsequent amendments affecting that provision before converting it into a final revision rule.

CSR provision → amendment check → final recall proposition
Chapter IX

Joining Time — Prepare It as a Sequence

The official contents identify extent of application, period admissible, extension, intervening leave, changed appointment, allowances and exceeding joining time. Convert these into a decision sequence rather than isolated one-liners.

TriggerWhy does joining time arise in the provision?
PeriodWhat period/rule controls entitlement or calculation?
InterruptionHow does intervening leave or a changed appointment affect the position?
AuthorityWhich authority acts where extension or determination is involved?
ConsequenceWhat follows if joining time is exceeded?
Chapter X only

Dismissal, Suspension & Imprisonment — CSR Scope

Chapter X covers CSR consequences for officers dismissed or suspended, committal to prison and leave while under suspension. This section is limited to the consequences contained in the prescribed CSR chapter and is not a general disciplinary-law guide.

Status

Identify the service status contemplated by the CSR Article before deciding the consequence.

Financial / leave consequence

Read the operative consequence and any condition or exception attached to it.

Instrument discipline

Keep a CSR consequence question separate from broader disciplinary procedure governed by distinct rule books.

Chapters XI–XIII, XXII–XXIII

Leave Framework — The Major CSR Revision Cluster

The prescribed CSR range contains a substantial leave sequence: general conditions, short leave, long leave, application/grant procedure and payment of leave allowances. Prepare these five chapters together, then revise their boundaries so similar rules do not merge.

XIGeneral Conditions of Leave

General rules, qualifying service, commencement/end, return to duty and combination/extension/commutation.

XIIShort Leave

Casual/quarantine leave and privilege-leave structure, conditions, calculation and allowances.

XIIILong Leave

Medical/private-affairs leave, furlough, study/disability leave, leave without allowances and connected allowances.

XXIIApplication & Grant

How leave is applied for and granted across the categories stated in the chapter.

XXIIIPayment of Leave Allowances

Payment mechanics, place of payment and the rule relating to leave outside India.

Current-law cross-reference

CSR leave chapters and the separate 1979 Leave Rules are distinct sources

The High Court lists the J&K Civil Services (Leave) Rules, 1979 separately from the CSR. For this Civil Judge syllabus, the directly prescribed CSR chapters remain the examination anchor. The separate Leave Rules are useful when a current-law interaction or a specific cross-reference needs to be understood, but they should not be substituted automatically for the notified CSR chapter range.

View J&K Civil Services (Leave) Rules, 1979 — official High Court source →

Source-date note

The linked High Court reprint of the J&K Civil Services (Leave) Rules, 1979 incorporates amendments only up to its stated reprint date. For any current-law cross-reference, candidates should also check subsequent official amendments rather than treating the linked reprint alone as the complete present amendment history.

DLM preparation method

Important Provisos, Exceptions & Conditions

General RuleWrite the main proposition in one sentence.
ProvisoRecord what qualifies or narrows that proposition.
ExceptionNote the class/situation removed from the general rule.
AuthorityName the authority exactly as the Article states.
ConsequenceState what legally follows once the condition is met.
Revision rule

On later readings, begin with provisos and exceptions before re-reading the main rule. This reduces the chance of remembering only the broad proposition and overlooking qualifying language.

Who can do what?

Authority Mapping for CSR MCQs

Build the authority sheet from the prescribed Articles themselves. The purpose is not to memorise job titles in isolation; it is to connect the named authority to a particular power, condition and consequence.

Leave chapters

Capture the authority named for application, grant, extension or return-related action in the relevant Article.

Article → authority → action → condition → exception
Joining time

Identify the authority connected with extension/determination and keep it linked to the factual trigger.

Trigger → competent authority → period → consequence
Pay / deputation

Record the authority whose sanction or order is relevant to the specific salary, allowance or deputation proposition.

Status/appointment → authority → financial rule
Chapter III

Tag authority-sensitive rules involving transfer, training, advances and other service conditions separately from definition-type provisions.

Topic → actor → power/duty → qualification
Statement-MCQ framework

Condition → Consequence Mapping

Many CSR statements sound correct because they state the consequence but omit the condition that activates it. Convert each high-value Article into a two-stage recall prompt.

Prompt A

If this condition is satisfied, what follows? Answer with the operative result and any limiting proviso.

Condition → operative rule → exception → consequence
Prompt B

If this consequence is claimed, what condition must exist? Work backwards to the Article’s trigger.

Consequence → necessary condition → authority → Article anchor
DLM preparation method

How to Read J&K CSR for MCQs

ArticleFix the number after understanding the proposition.
ActorWho is the officer or authority addressed?
ConditionWhat factual trigger must exist?
RuleWhat does the Article direct or permit?
ExceptionWhat proviso, exclusion or special case changes it?
Timeline

If a period or sequence matters, attach it to the condition rather than memorising the number alone.

Consequence

Ask what legal/service/pay result follows when the rule operates.

Cross-reference

Where the Article points elsewhere, note the destination without turning the cross-referenced instrument into the whole syllabus.

Common statement traps

CSR MCQ Traps to Watch

Shall vs may: changing mandatory language into discretion or vice versa.
Rule vs proviso: presenting a qualified rule as absolute.
Authority confusion: assigning the correct power to the wrong authority.
Missing condition: stating the consequence without the trigger.
Exception reversal: converting a special case into the general rule.
Chapter mismatch: placing a correct concept in the wrong prescribed chapter.
Pay concepts: merging salary additions, officiating allowance and progressive/time-scale rules.
Joining time: ignoring extension, intervening leave or excess-time consequences.
Leave framework: confusing general, short, long, grant-procedure and payment chapters.
Outdated wording: relying on an old note where the official text has been amended.
Provision map

What to Map in Each Prescribed Chapter

IIIGeneral Rules

Core service conditions • lien/status • allowances • transfer/training • authority/condition.

IV–VIIIPay Cluster

Salary/deputation • residence rent • officiating • time-scale pay • combined appointments.

IXJoining Time

Trigger • period • extension • intervening leave • allowances • excess time.

XStatus Consequences

Dismissal/suspension/imprisonment consequences inside CSR only.

XI–XIIILeave Substance

General conditions • short leave • long leave • combinations • allowance consequences.

XXII–XXIIILeave Procedure & Payment

Application/grant • categories • payment/place • outside-India issue.

Controlled one-liners

Revision Sheet / One-Liner Framework

Build one-liners in a controlled format so the shortcut still preserves the legal condition that makes the proposition accurate.

Format 1

Article / Rule → proposition → authority → exception

Use when the MCQ risk is wording, authority or proviso.
Format 2

Condition → consequence

Use when the MCQ risk is a missing trigger or reversed legal result.
Final-sheet discipline

Add an entry only after the controlling Article has been read. If a PYQ or sectional test exposes an error, update the relevant one-liner rather than creating another parallel note.

DLM Analysis

How to Integrate Paper II PYQs with CSR

Use recent Paper II first. Doon Law Mentor’s question-level subject classifications are analytical groupings for preparation and are not official JKPSC subject-wise weightage.

Identify the CSR question

Separate CSR/service-regulation questions from GFR, court rules and other Paper B subjects.

Map it to a chapter

Assign the question to III–XIII, XXII or XXIII and locate the controlling Article in the official text.

Classify the error

Tag it as rule, authority, condition, proviso/exception, chapter placement or outdated-text error.

Recurring-error rule

If the same CSR distinction is missed twice, move it into the final authority/condition/exception sheet and retest it within the same revision cycle.

Avoidable errors

Common CSR Preparation Mistakes

Reading the entire CSR indiscriminately instead of JKPSC’s prescribed chapters.
Mixing CSR with CCA Rules, Conduct Rules or Judicial Recruitment Rules.
Treating the separate 1979 Leave Rules as a replacement for the prescribed CSR chapters.
Ignoring Chapters XXII and XXIII because they appear away from Chapters XI–XIII.
Relying only on old coaching notes instead of the official CSR text.
Learning Article numbers without the actual proposition.
Ignoring provisos, exceptions and named authorities.
Using an amended or outdated provision without checking subsequent official amendments or notifications affecting it.
Reading once without active recall or two-way condition/consequence testing.
Solving PYQs without locating the governing CSR provision and checking subsequent amendments where relevant.

Student questions

J&K Civil Service Regulations FAQs

Which J&K Civil Service Regulation chapters are prescribed for JKPSC Civil Judge?

The latest available JKPSC Civil Judge Paper B syllabus prescribes the Jammu and Kashmir Service Regulation, 1956 — Chapters III to XIII, XXII and XXIII.

Do I need to study the entire J&K Civil Service Regulations?

No. The prevailing JKPSC syllabus specifies Chapters III–XIII, XXII and XXIII for this Paper B component. Other CSR chapters may matter in broader service-law practice, but they are not presented here as the notified Civil Judge CSR syllabus.

Is J&K CSR part of Paper B?

Yes. The latest available JKPSC syllabus includes “The Jammu and Kashmir Service Regulation, 1956” with the specified chapter range in Paper B.

What is the difference between J&K Service Regulation and J&K Civil Service Regulations?

JKPSC’s syllabus uses the wording “The Jammu and Kashmir Service Regulation, 1956.” The official publication is titled “The Jammu and Kashmir Civil Service Regulations.” They are not treated here as different enactments; the difference is nomenclature.

Are Chapters XXII and XXIII prescribed?

Yes. JKPSC expressly adds Chapters XXII and XXIII to the prescribed Chapters III–XIII range. They deal with application/grant of leave and payment of leave allowances in the official CSR contents.

Should I study J&K Civil Services Leave Rules, 1979 separately for this syllabus?

The 1979 Leave Rules are a separate legal instrument listed separately by the High Court. For this CSR component, the direct syllabus anchor remains CSR Chapters III–XIII, XXII and XXIII. Use the separate Leave Rules to understand a current-law interaction or cross-reference rather than replacing the prescribed CSR chapters.

Are Conduct Rules or CCA Rules part of the prescribed CSR portion?

They are separate rule books and are not added here to JKPSC’s specified CSR chapter range. Chapter X should be prepared for the consequences contained in CSR itself, not turned into a general disciplinary-law syllabus.

How should I memorise CSR Articles for MCQs?

First learn the proposition in context. Then use the controlled format Article → proposition → authority → exception, together with condition → consequence recall. This keeps number memory attached to the legal rule.

How should I use Paper II PYQs for CSR?

Map each CSR question to its prescribed chapter, classify the error as rule, authority, condition, proviso or exception, and locate the governing Article in the official CSR compilation. Before adding the proposition to your revision sheet, check whether any subsequent official amendment or notification affects that provision.

How should I revise CSR in the final 15 days?

Move from Chapter III to the pay cluster, then Joining Time, Chapter X, the prescribed leave chapters, authority/condition maps, PYQs, error-log revision and a final mixed test. The 15-day framework on this page is adaptable DLM preparation guidance.
