Practice requirementFor Civil Judge notifications covered by the Supreme Court transition up to 31 March 2027, all law graduates are eligible to apply notwithstanding the earlier three-year practice rule, subject to the Court-directed post-selection framework.

Who Can Apply for J&K Civil Judge?

Eligibility is cumulative. A candidate must satisfy the applicable law qualification, age, territorial status, practice regime and every other condition prescribed for that recruitment cycle.

01

Qualification

Identify the law degree or recognised alternative qualification on which your candidature rests and the date on which it was acquired.

02

Age & certificates

Match your date of birth and territorial/category documents with the exact cut-off dates fixed for the recruitment.

03

Practice regime

Apply the Supreme Court’s transition by reference to the issue date of the Civil Judge recruitment notification.

Academic requirement

Educational Qualification

Prescribed qualification framework

The Civil Judge recruitment framework recognises:

  • A Bachelor’s Degree in Law from a university established by law; or
  • A Barrister of England or Northern Ireland; or
  • A member of the Faculty of Advocates in Scotland; or
  • Another equivalent law degree recognised by the Government of India.

The 2025 JKPSC recruitment applied this framework. A candidate relying on an equivalent or non-standard qualification should retain the formal recognition/equivalence material supporting the claim.

Qualification date and academic records

For the 2025 recruitment, JKPSC later extended the online application deadline to 5 July 2025 but expressly retained 18 June 2025 as the cut-off for determination of eligibility.

Keep the final result, marksheets and degree/provisional degree together. For the next recruitment, the fresh notice will determine what evidence is accepted and the date by which the qualification must be possessed.

Age and cut-off

J&K Judiciary Age Limit

Latest notified position

18–35 years

JKPSC Notification No. 07-PSC(DR-P) of 2025 prescribed a minimum age of 18 years and a maximum age of 35 years, reckoned with reference to 1 January 2025.

For the next recruitment

A fresh cut-off will apply

The next JKPSC Civil Judge notification will prescribe its own age cut-off/date-of-birth window and any category-specific relaxation. The 2025 cut-off does not automatically carry forward.

How to calculate age
  1. Locate the age cut-off date in the applicable Civil Judge advertisement.
  2. Use the date of birth recorded in the proof prescribed by JKPSC.
  3. Calculate completed years on that cut-off date.
  4. Compare your date of birth with the exact permitted window, including boundary dates.
  5. Apply an age relaxation only where it is expressly available to your category.

Example: if a future notification uses 1 January 2027 as the cut-off, a candidate born on 2 January 1992 has not yet completed 35 years on that date, while a candidate born on 1 January 1992 completes 35 years that day. The future notification will determine the actual permitted window.

Territorial eligibility

J&K Domicile / Ladakh Position

The latest notified 2025 JKPSC Civil Judge recruitment invited applications from candidates domiciled in the Union Territory of Jammu & Kashmir. It also stated that candidates belonging to the Ladakh and Kargil districts of the Union Territory of Ladakh would be eligible to apply under the ST-1 category.

J&K domicile route

The candidate had to hold the prescribed J&K domicile status and supporting certificate for the recruitment.

Ladakh route in 2025

The 2025 advertisement expressly addressed candidates from the Ladakh and Kargil districts of UT Ladakh under ST-1. The next advertisement will govern the territorial and category wording for the next cycle.

Eligibility cut-off matters.

Although the 2025 application deadline was extended to 5 July 2025, JKPSC kept 18 June 2025 as the cut-off for determination of eligibility.

Does studying outside J&K affect eligibility?

Studying law outside J&K does not by itself decide territorial eligibility. The candidate must independently satisfy the prescribed law qualification and the territorial status/certificate requirements.

Current Supreme Court position

Advocate Enrolment / Practice Requirement

Bhumika Trust v. Union of India, 2026 INSC 904 — 21 August 2026

The Supreme Court modified the earlier three-year-practice regime and created a transitional framework for Civil Judge (Junior Division) recruitment.

Notifications through 31 March 2027

All law graduates may apply

For Civil Judge recruitment notifications/advertisements covered by the transition—those issued after the earlier 20 May 2025 judgment and up to 31 March 2027—all law graduates are eligible to apply notwithstanding the earlier three-year practice requirement. For application purposes, such candidates are deemed to have completed one year of active practice and need not furnish a separate Certificate of Practice for that deemed period.

Notifications from 1 April 2027

One year of actual practice

For notifications/advertisements issued on or after 1 April 2027, every candidate must possess at least one year of actual practice, verified through the prescribed Certificate of Practice. The judgment states that the application is to be entertained upon evidence of one year of actual practice in the District Courts.

What happens after selection during the transition?

Selected candidates are to be designated Trainee Judicial Officers and undergo one year of intensive training at the concerned State Judicial Academy. That is followed by one year of structured Law Clerkship: six months under the Principal District/District and Sessions Judge or a member of the Higher Judicial Services, and six months under a sitting Judge of the concerned High Court.

After satisfactory evaluation, the trainee enters regular judicial service with the pay and service benefits attached to the post.

What happens after 1 April 2027?

The one-year prior-practice requirement is followed by the same one-year Judicial Academy training and the same two-part, one-year Law Clerkship structure. State Governments, in consultation with their High Courts, were directed to notify the necessary rule amendments.

Category claims

Reservation & Category Relaxation

Reservation of vacancies and relaxation of age are separate matters. A reservation category does not automatically create a particular age relaxation.

PointWhat matters
CategoryUse the exact category recognised for the Civil Judge recruitment.
Age relaxationApply only the category-specific relaxation expressly prescribed in the applicable JKPSC notification/rules. Do not import an age limit from another JKPSC examination.
CertificateThe issuing authority, validity and cut-off date must satisfy the governing recruitment material.
Application claimThe category selected in the application should match the candidate’s documentary entitlement.
Two common questions

Final-Year Students & Number of Attempts

Can final-year law students apply?

The relevant question is whether the candidate possesses the prescribed law qualification by the eligibility cut-off fixed for the recruitment. In the 2025 cycle, JKPSC kept 18 June 2025 as the eligibility cut-off even after extending the application deadline.

If a future recruitment permits provisional candidature for results awaited, that facility must come from the governing recruitment material itself.

How many attempts are allowed?

No separate numerical attempt cap appears in the J&K Civil Services (Judicial) Recruitment Rules, 1967 or the 2025 Civil Judge recruitment materials cited on this page. Eligibility therefore continues to turn on the applicable age, qualification, territorial status, practice regime and other prescribed conditions.

Apply the rules

Eligibility Examples

Fresh LL.B. graduate

Scenario: Candidate has completed a recognised LL.B. and a Civil Judge notification is issued before 1 April 2027.

Key point: The Bhumika Trust transition permits law graduates to apply without completing the earlier three-year practice period, subject to the other eligibility conditions.

Notification after 1 April 2027

Scenario: Candidate has an LL.B. but no actual District Court practice.

Key point: The Supreme Court’s post-transition rule requires at least one year of actual practice with the prescribed certification.

Age 35 on the cut-off date

Scenario: Candidate is exactly 35 on the age cut-off fixed by the recruitment.

Key point: Apply the exact date-of-birth window in that notification; the 2025 cycle used 18–35 years as on 1 January 2025.

Result awaited

Scenario: Final-semester examination is over but the law-degree result has not been declared by the eligibility cut-off.

Key point: Eligibility depends on whether the qualification is possessed by the prescribed cut-off or provisional candidature is expressly permitted.

Law degree from outside J&K

Scenario: Candidate studied at a recognised university outside the Union Territory but holds the required J&K domicile status.

Key point: The university’s location does not itself disqualify the candidate; qualification and territorial eligibility are separate requirements.

Ladakh candidate

Scenario: Candidate belongs to the Ladakh/Kargil districts of UT Ladakh.

Key point: The 2025 notification expressly allowed such candidates to apply under ST-1. The fresh notification will govern the next cycle.

Common Eligibility Mistakes

Avoid these assumptions

  • Using your age on the examination date without checking the cut-off.
  • Treating every reserved category as carrying automatic age relaxation.
  • Equating a local address with a valid domicile/residence certificate.
  • Assuming a final-year appearance establishes the required qualification.

Read the correct documents

  • Do not apply another State’s judiciary rules to J&K.
  • Do not use an old practice clause without checking later judicial directions.
  • Do not treat successful form submission or an admit card as final eligibility clearance.
  • Check corrigenda, revised deadlines and document-verification notices.
Your application file

Documents Candidates Should Keep Ready

Prepare readable scans and keep originals available. This is a preparation checklist; the applicable JKPSC notification determines the final document list and submission stage.

Core records

  • Date-of-birth / age proof in the prescribed form
  • Law degree or acceptable qualification record
  • Final result and academic marksheets
  • Identity document required by the notice
  • Valid J&K domicile or applicable Ladakh residence certificate

Where applicable

  • Category / reservation certificate and supporting records
  • Recognition or equivalence evidence for an alternative qualification
  • Enrolment / practice documents required for the recruitment
  • Employer permission / NOC if prescribed
  • Any additional certificate requested by JKPSC
Run a consistency check.

Compare your name, parent’s name and date of birth across records. Read the official process for discrepancies or name changes. Keep the submitted application, payment acknowledgement and relevant notice/corrigenda in the same folder.
